Bribed head of commission (and who has doubts how people for this organism are selected?) takes a moment just after the voting was closed and drops a bunch of fake bulletins for people who didn't show up for elections. For this method they very often switch off the light and use several minutes of chaos. This is why all independent observers have their own light equipment.
There are other methods as well, for example by means of distant voting. For example, if you go to collect votes of old people, who can't arrive themselves, you are allowed to take +5% of bulletins for cases of spoil. But russian blogger provides statistics when for 25 voters there were 100 bulletins used.
